Lead Program

PURPOSE:
To provide below market rate combination grant/loan to approximately 190 Providence homeowners to reduce lead based paint hazards in their homes.

HUD Lead Hazard Reduction Funds

ELIGIBILITY GUIDELINES

Eligible Property Criteria:
 At least one unit in the property must house a child six (6) years of age or under.
A pregnant women resides in one of the units.
A child six (6) years of age or under resides in one of the units for a minimum of thirty (30) days in one year.
All units in a multi-unit property are required to be brought to an acceptable lead safe condition.

Primary Neighborhoods:
Priority will be given to primary neighborhoods in Providence: Smith Hill, Valley, Olneyville, Federal Hill, West End, Upper South Providence, Lower South Providence, Elmwood, South Elmwood, Washington Park, Charles, Wanskuck, Mt. Hope, Fox Point and Silver Lake.

Secondary Neighborhoods:
All remaining neighborhoods will be considered verifying HUD and DPD Lead Program tenant income and program requirements.

Owner-Occupied:    
Owner-occupied homes must have all assisted living units occupied by families with household incomes below 80% of the median income.  The owner of a multi-family home must give a rental preference to families with children for a period of five (5) years.
The owner and tenants must agree after completion of the work to follow “essential maintenance practices” and to allow for follow-up monitoring.

Non-profit Corporations:
Non-owner-occupied rental housing must have at least 50% of the apartment occupied by families at or below 50% of the area median income AND the remaining apartment(s) must be occupied by a family(ies) at or below 80% of the median area income.
The non-profit owner must give a rental preference to families with children for a period of five (5) years.
Owners and tenants must agree after completion of the work to follow “essential maintenance practices” and allow for follow-up monitoring.

Non-Owner-Occupied:
Non-owner-occupied rental housing must have at least 50% of the apartments occupied by families at or below 80% of the area median income.  The owner must agree to give rental preference to families with children for at least (3) years.
The owners and tenants must agree after completion of the work to follow “essential maintenance practices” and to allow for follow-up monitoring.
The owner must make a reasonable effort to keep all other properties, owned in Providence, free of housing code violations.


Lead Hazard Reduction Loan Terms

Owner-occupant:  50% grant/50% deferred.  3% loan due upon sale or transfer of property.

Non-owner occupant: 25% grant/75% deferred.  3% loan due upon sale or transfer of the property.

Non-profit corporation:  3% deferred loan due upon sale or transfer of the property.

Lead work consisting of interim repairs is funded on a prorate basis as a grant.  Permanent repair work is funded as a loan.

Maximum grant or loan amount up to $13,500 per eligible multi-family unit ($15,000 single family).

Lead hazard control work classified as “Interim Repairs” is funded as a grant to the homeowner.
Lead hazard control work classified as “Permanent Repairs” is funded as 50% grant/50% deferred loan.
Loans will be secured as a lien against the subject property.
Historic specifications will be required for work performed on the exterior of buildings located in National Register Historic Districts.
