Hope, Mount Hope and Blackstone Neighborhood Plan

How was the Hope, Mount Hope and Blackstone Neighborhood Plan created?
The plan was created from input received during the Hope, Mount Hope and Blackstone neighborhood planning charrette, which was held September 24-27, 2007.  Approximately 150 residents and business owners came together at a series of meetings to voice their concerns and ideas for the future of the three neighborhoods.  Issues raised by participants included:

  • A vision for the revitalization of North Main Street
  • Growth opportunities for locally-owned, small businesses
  • Improvements to public amenities such as Billy Taylor Park, Lippitt Park, and Blackstone Boulevard
  • Need for more community gardens
  • Housing affordability
  • Public safety
  • Need for a comprhensive sidewalk network
  • Better road and sidewalk maintenence
  • Character of new development

In November 2007, we returned to the neighborhood to present a series of strategies and actions based on what we heard during the charrette.  Using the comments received at the follow-up meeting, we were able to create a draft neighborhood plan.

How can I get a copy of the plan?
A draft of the Hope, Mount Hope and Blackstone Neighborhood Plan is now available for review and comment.  You can review and comment on the plan in the following ways:

  • On-Line Interactive:  Read the plan and comment on-line
  • Download Digital Copy:  Download a copy of the plan (pdf), review it and submit your comments on-line, through email, or by sending them directly to our office
  • Paper Copy:  A paper copy of the plan is available at our office for review.

What happens next?
The City Plan Commission will hold a public hearing on the proposed neighborhood plan.  If you did not submit comments on the draft plan, this is your opportunity.  The public hearing date will be posted here once it has been set.
